Jeanne Clery Disclosure of Campus Security Policy

A Report for the year of 2007

The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, commonly referred to as the Clery Act, provides institutions of higher education reporting mechanisms for crimes committed on and adjacent to campuses.  Records are compiled throughout the year and reported in October to the Department of Education for the previous three calendar years.  All crime statistics are in accordance with the Department of Justice/F.B.I. uniform crime reporting system.  This report also provides the policies and procedures for reporting crimes, the procedures for providing timely warning reports, the reporting of sexual assaults or harassment, and Rogers State University’s policy on alcohol and illegal substances.

Commissioned peace officers that meet the standards of the Oklahoma Council for Law Enforcement Education and Training (CLEET) staff the Rogers State University Police Department.  They have the power to arrest and bring before the proper court persons violating the law and they are the jurisdictional authority on University property.  The RSU Police officers cooperate with local police authorities in the exercise of their responsibilities.  It is the practice of the Department to encourage accurate and prompt reporting of all crimes. 

In case of an emergency at Rogers State University notify the Campus Police Department. They investigate all reported crimes immediately and prosecute offenders to the limits of the law.  In addition RSU may impose additional disciplinary action.  Any student, faculty member, employee or visitor of the University may report unlawful activity or emergencies on campus by dialing the RSU Police at 343-7624 or simply dial 911 and the Claremore Police Department dispatcher will make the notification. 

Students, faculty, staff and visitors are encouraged to report criminal activity on a voluntary basis to provide timely warning and statistical reporting.  This includes such emergencies as medical and fire.  The Campus Police Officers will assist in notifying the proper authorities if necessary.  The Campus Police Office is located in the Campus Police Building.  Personnel in this office will evaluate the nature of the call and respond accordingly. 

Safety and security are provided in the maintenance of the University's facilities through a number of mechanisms.  These include policies on keys, provision of adequate lighting, and restriction of access to those bearing inappropriate identification as RSU staff or student.  In addition, security precautions are in offices for the various facilities at RSU.  The Campus Police Department performs building checks and assist in locking all campus buildings at scheduled times.  RSU buildings close at 11:00 p.m.  Students are authorized to be in a building after hours only under the direct supervision or written permission of an authorized faculty or staff employee.

The Campus Police Department, Student Affairs Office or student organizations that sponsor speakers provide presentations to the Residence Halls and the campus community on topics related to safety and security.  Upon request, presentation topics may include the role of the Campus Police, alcohol awareness, date rape and sexual assault prevention, domestic abuse, crime prevention, and illegal drugs.  Programming may include videos, self-defense workshops, campus crime information, public service announcements and speakers on topics of sexual assault.  All Campus Police Officers are trained in community based policing standards and considerable effort is devoted to crime prevention and community intervention.

The RSU Police Department provides:

1. Motor patrol of the campus.
2. Foot patrol of the campus.
3. Burglar alarms in strategic locations.
4. Call boxes throughout the campus.
5. Availability of staff members in emergencies.
6. Crime prevention seminars available for groups upon request.
7. Crime prevention information presented to residents of the residence halls at the beginning of the fall  and spring semester.
8. Pamphlets distributed by the Department regarding crime prevention and services offered.

Third parties attempting to contact a student on campus may request the Campus Police Department or the Office of Student Affairs to locate students in classes to deliver a true emergency message.  Information such as class schedule or other personally identifiable information will not be released unless the student has filed the appropriate waiver of release with the office of Enrollment Management. This service is available during office hours of 8:00 a.m. to 5:00 p.m. Monday through Friday.  After hours, the Department of Campus Police can assist in this service.   Additionally, the Campus Police Department serves as the main lost and found collection point on campus.

In the event of a major catastrophe or disaster at Rogers State University, the University will provide timely information about the incident(s) using the emergency notification system.  In addition, postings, flyers, student newsletters, public service announcements by RSU television station (KRSC-TV) or the campus radio station (KRSC-FM 93.1) can be used to release information. 

Bound copies of the Clery Act, which include security procedures, are made available for distribution at the beginning of each fall term in the Bursar’s office, Campus Police Office, Student Affairs Office, and on the Internet.  Development of the information is to help inform students and employees about campus police procedures, report pertinent data, and encourage students and employees to be responsible and aware of safety needs and the safety of others.  The annual report is prepared by reviewing records of the Campus Police Office, other law enforcement agencies, the Office of Student Affairs, and the Office of Residence Life for reports of criminal activity.  

State law and Rogers State University prohibits the unlawful possession, use, or distribution of any illicit drugs and/or alcohol by students and/or employees in or on buildings, facilities, grounds, or other property owned and/or controlled by the University or as a part of University activities.  “Policy on Prevention of Alcohol Abuse and Drug Use on Campus and in the Workplace.”  Violators of this policy are subject not only to local, state, and federal penalties, but also to RSU sanctions, which may include fines, seminars, reprimands, probation, counseling/therapy, suspension, expulsion, and/or termination of employment.  Drug and alcohol laws are vigorously enforced on the Rogers State University campus and violators are subject to criminal prosecution.  This and other policies are disseminated in the student code of conduct and resident handbooks. 

Report any sexual offenses (forcible or non-forcible) immediately to the RSU Campus Police Department or the Claremore Police Department.  This includes rape, acquaintance rape, domestic abuse, and sexual harassment.  Prompt reporting will ensure preservation of evidence and appropriate medical treatment.  The police department will provide law enforcement and investigative services as requested by the victim.  As a victim of these crimes, you have certain rights.

1. The right to request that charges be pressed against your assailant.
2. The right to request protection from any harm or threat of harm arising out of your cooperation with law enforcement and prosecution efforts as far as facilities are available and to be provided with information on the level of protection available.
3. The right to be informed of financial assistance and other social services available to victims, including information on how to apply for the assistance and services.
4. The right to a free medical examination for the procurement of evidence to aid in the prosecution of your assailant.
5. The right to be informed by the district attorney of other victim’s rights available pursuant to Title 19, Section 215-33 of the Oklahoma Statutes.

Any changes in academic arrangements will be reviewed on a case-by-case basis, as requested, and will be accommodated when reasonably available.  The campus provides student housing on campus.  If needed changes in living arrangements maybe coordinated by the University in cases of an alleged sex offense.  Both parties have the same opportunities to have others present during a disciplinary proceeding.  Both the accuser and the accused will be advised of the outcome of disciplinary proceedings.  Procedures outlined in the University’s Sexual Harassment policy will apply.  University sanctions, up to and including termination or expulsion, will be implemented following a final determination of an institutional disciplinary proceeding.

The Rogers State University has an Employee Assistance Program (EAP), which provides evaluation, counseling and referral for faculty, staff, residents and their families.   
Rogers State University considers all sexual assaults and sexual offenses to be serious and offers counseling for Victims.  Employees or students who are the recipients of unwanted sexual advances and/or verbal or physical conduct of a sexual nature should report such incident immediately.

The “Rogers State University Personnel Policies and Procedures Manual” addresses any employeewho is the recipients of unwanted sexual advances, and/or verbal, or physical conduct of a sexual nature from a member of the University staff.  To report this type of incident, file your complaint in writing to the Employment and Benefits Office.  Upon receipt of such reports, appropriate investigations will originate and necessary actions taken.

The following table, Campus Crime Report complies with Title II of the Federal Campus Crime Awareness and Campus Security Act of 1990 and 1998 and subsequent revisions effective July 1, 2000.
